Client Introduction
The Financial Services Compensation Scheme (FSCS) is the UK’s statutory compensation scheme for customers of UK-authorised financial services firms. Established in 2001 under the Financial Services and Markets Act 2000, it is an independent body that acts as the compensation fund of last resort. Since inception it has helped more than 6.5 million people and paid out over £26.5 billion in compensation — including £327 million to 32,634 customers in 2024/25. From 1 December 2025, the FSCS deposit protection limit rose to £120,000 per person per authorised firm.
The FSCS covers deposits, insurance, investments, pensions, mortgages, and payment protection insurance. It is funded by levies on FCA and PRA-authorised firms and governed by rules set by the Financial Conduct Authority. Its mandate to protect consumers and maintain confidence in UK financial services requires a sophisticated, data-driven operational infrastructure capable of processing complex claims, managing sensitive personal data, and integrating with a wide range of financial and legal systems.
Project Introduction
Programme: Data Integration and Migration – Agile Delivery Programme
Department: Project and Agile Delivery
Role: Data Integration and Delivery Engineer – Design, Development, Delivery and Maintenance
As part of the Project and Agile Delivery team, this engagement spanned the design, development, delivery, and ongoing maintenance of a portfolio of data integration and migration applications critical to FSCS operations — addressing regulatory compliance, financial crime prevention, faster payments, data governance, and claims processing efficiency.
Scope of work includes:
- Real-time and batch data integration pipelines across core business systems
- Integration with third-party platforms including sanctions, payments, and ledger systems
- Records management and data retention compliance tooling
- SCV verification services and self-service capabilities
- Duplicate detection and data quality engineering via a custom Matching Engine
- Data intake enhancements across multiple Lines of Business
Key Projects Delivered
1. Sanctions Process – Batch & Real-Time Integration (Lexis Nexis Bridger Insight)
Dual-mode integration enabling real-time screening of claimants against global sanctions lists at intake, plus scheduled batch re-screening of existing records. Delivers fully auditable sanctions decisions and reduces manual review burden through intelligent match scoring.
2. Records Management – Over-Retained Data
UK GDPR-compliant solution identifying, reporting, and systematically deleting over-retained personal data across multiple systems. Provides compliance reports for audit purposes and automates deletion workflows with full audit trails, reducing regulatory risk.
3. SCV Verification Services including Self-Service
Automated Single Customer View validation against regulatory standards for eligible deposits, with a self-service interface enabling regulated firms to submit, check, and correct SCV data independently — improving readiness to pay depositor compensation within statutory 7-day timelines.
4. Faster Payments Implementation
Integration between FSCS claims systems and the Faster Payments network plus internal Ledger system. Automates payment initiation, real-time payment status tracking, and reconciliation of disbursements against claim records — enabling near-instant compensation to eligible claimants.
5. Matching Engine – Duplicate Claim & Contact Detection
Custom matching engine applying probabilistic and deterministic logic to identify duplicate claims and contacts across the FSCS data estate — even with name, address, or date variations. Reduces overpayment risk and improves data quality across core systems.
6. Data Intake Enhancements across Lines of Business
Targeted enhancements to data intake pipelines across deposits, investments, pensions, mortgages, and insurance lines — improving validation logic, supporting additional data formats, and reducing intake failures and manual remediation across the FSCS claims estate.
Technical Implementation
Integration Architecture
- Dual-mode integration: Real-time and batch processing supporting time-sensitive sanctions screening and high-volume scheduled data processing
- API-driven connectivity: Secure, standards-based API connections to Lexis Nexis Bridger Insight and the Faster Payments infrastructure
- Event-driven processing: Low-latency integration for payments and sanctions requiring real-time response
- Audit and traceability: All integration events, data transformations, and system interactions are logged and auditable
- Data quality controls: Validation and matching logic applied at ingestion and processing points
Agile Delivery Model
- Iterative development: Projects broken into sprints enabling early delivery and progressive enhancement
- Continuous integration: Automated testing and deployment pipelines ensuring reliable, consistent deployment across environments
- Cross-functional collaboration: Close working between delivery, engineering, operations, and business stakeholders
- Ongoing maintenance: Post-delivery support ensuring platform stability, performance, and continued alignment with regulatory changes
Business Impact
Regulatory compliance
Sanctions screening, SCV verification, and Records Management directly address FSCS obligations under UK financial crime, data protection, and depositor protection regulation.
Faster compensation payments
Faster Payments integration enables near-instant disbursement, supporting compliance with the seven-day statutory payout obligation.
Data quality & fraud prevention
The Matching Engine reduces overpayment risk and improves data estate accuracy, supporting the integrity of the compensation process at scale.
Operational efficiency
Automation of sanctions screening, records deletion, SCV verification, and data intake processing reduces manual effort and accelerates operational workflows.
Appendix: Glossary of Terms
