Elexon is the UK’s independent Balancing and Settlement Code (BSC) Company, administering the wholesale electricity market settlement process across Great Britain. Elexon manages the framework by which generators and suppliers are financially settled for electricity they produce and consume — ensuring imbalances between contracted and actual energy flows are accurately calculated and charged.
Elexon operates the Balancing Mechanism, manages electricity settlement across thousands of market participants, administers the Contracts for Difference and Capacity Market schemes, and is custodian of the UK’s largest wholesale electricity market dataset. In financial year 2024/25, Elexon recovered £122 million from market participants. Since October 2024, Elexon has operated under a federated ownership model. From 2026, it will take on the role of market facilitator for local electricity flexibility markets in support of the UK’s Clean Power 2030 ambitions — and will manage approximately 12 billion meter readings annually under the MHHS reform.

As Development Onsite Lead, this engagement involved leading a team of eight offshore developers through a complex, multi-workstream re-platforming programme that modernised Elexon’s core technology estate — replacing ageing legacy systems with a scalable, maintainable architecture while simultaneously re-engineering the algorithms underpinning Elexon’s electricity Balancing Mechanism settlement calculations.
Scope of work includes:
- Migration of 100+ custom data load scripts to Talend Data Integration
- Migration of legacy web application to a modern LAMP stack
- End-to-end redesign and implementation of complex Balancing Mechanism algorithms
- Implementation of 50+ APIs using Mule ESB
- New public data consumption interface using ActiveMQ
- Onsite technical leadership of a distributed team of eight offshore developers
Key Deliverables
1. Talend Data Integration Migration
Replaced 100+ bespoke, individually written data load scripts with a standardised Talend Data Integration framework — providing consistent error handling, centralised monitoring, reusable job components, and significantly reduced maintenance overhead across high-velocity electricity market data pipelines.
2. LAMP Stack Migration
Full migration of the legacy web application to a modern LAMP stack (Linux, Apache, MySQL, PHP), including architectural redesign, data migration, front-end and back-end rebuilding, and rigorous testing — reducing vendor dependency and positioning the platform for agile future development.
3. Balancing Mechanism Algorithm Redesign
End-to-end redesign and reimplementation of the Electricity Balancing Mechanism settlement algorithms. The redesigned algorithms are documented against current BSC rules, structured for auditability, and implemented with comprehensive automated testing — directly impacting how generators and suppliers across Britain are financially settled each half-hour.
4. Mule ESB – 50+ API Implementation
Design and implementation of 50+ APIs using Mule ESB, exposing Elexon’s data and services to internal consumers and authorised external market participants. Replaced legacy integrations with governed, versioned, and monitored service interfaces across Elexon’s technology landscape.
5. ActiveMQ Public Data Interface
A new public data consumption interface built on Apache ActiveMQ enabling near-real-time, push-based data distribution to market participants and analysts. Replaces polling-based data retrieval with asynchronous, event-driven messaging at scale — laying the groundwork for 12 billion annual meter readings under MHHS.
